So I got an email alert for this 4Runner, it's a 99 with 94xxx on the clock and they are asking 4700, it seemed promising so I sent an email asking for more pictures. Their response was essentially "sorry but it's 2 cold out to take any." So I'm just sitting here like we'll fuck do you even want to sell it our not. I get that it's 4 degrees outside but come on

That's an incredibly good price for a sub 100k mile 3rd gen 4Runner. There's gotta be something wrong with it (I'm thinking rust.)
If they aren't that far, it may still be worth going to check out though.

Seems like something a scammer would say. We once tried to buy a Phaeton online, and the guy was like, "Sorry, you can't come and see it, it's not here it town, it's in LA in my parent's storage unit" So we told him we had a friend in LA, which we did, and he baisically made some BS exuse about the storage unit being like some time capsule where they charge you a shit-ton of money every time you opened it, and he would only open it once we wired him the money. Most obvious scam since the Nigerian prince emails.

Are you in Connecticut? I know someone selling the same color (possibly same year) 4Runner. Idk what his mileage or price is...but I can see if I can give him a kick in his ass.
If not in CT, but near by, I can give you his info if you're still looking.

If no rust(I'm thinking mainly about the frame), it could be a nice truck for a reasonable price. But I don't think they will sent you any pictures of the undercarriage before July!

This is why I don't use Craigslist. I demand a certain level of quality in my online car listings.

From many listing I've seen, that shouldn't make a difference. He would get a picture of a 4runner under a shit tin of snow.

I have had some positive and some negative CL experiences...
One thing that continues to amaze me is the lack of common courtesy people seem to display when communicating via CL relay emails.
I will usually dump accessories out of cars I have sold on CL or enthusiast forums if the next buyer doesn't want them or I trade the vehicle - things like sunshades, car covers, extra sets of wheels, etc.
You would be surprised by the number of emails that come saying nothing more than:
"you take 1/3 of what you are asking.. i am short on cash"
or
"yo - still for sale?"
Lazy sellers are annoying too... sellers that won't send pics or remove their post when the item is sold - and act annoyed when you ask them if the item is available.
I sound like a ranting old man... but just a little courtesy and common sense would make life easier.
Rant off...

I've actually compiled my Top 10 Pet Peeves about Craigslist:
10. Car is full of trash. Jesus, a little effort people.
9. Calling any stick shift a "5-speed." Or worse, calling a shiftable automatic a "manual." Shudder.
8. "Just testing the waters." This one usually comes up with totally riced out imports. What's really going on is some young dude wants to talk about all his mods with a captive audience.
7. "Ran 6 months ago when I parked it." Yeah I bet it did. Any chance you could bestir yourself to go and check on that?
6. "Runs fine, just needs x, y, and z parts." Ah yes, an oldy but a goody.
5. "Low miles . . . for the year." I'm sorry but anything over 100,000 miles is NOT "low miles." Similarly, "mostly highway miles." So I guess I just take your word for that?
4. No pictures? No way. I'm not meeting some CL weirdo to look at a vehicle for the first time. I want to at least see that it might actually exist before I meet you at Target or wherever.
3. "Will trade my non-runner for your running vehicle." WTF is that? Who would do that unless the non runner is unique in some way? And they're often not. In the same vein – "Will trade for something incredibly specific." Yeah because there are lots of dudes out there driving '68 Ford Rangers who are just hankering to trade it for your '90 Subaru Legacy.
2. "Car is totally stock." Yeah except for that fart can exhaust, the obviously non factory carb, mismatched bumpers, and junk yard seats. See also "EXCELLENT condition just needs some TLC." I'll just let that one speak for itself.
1. Not knowing the model and/or year of the vehicle for sale. For one, if the seller can't get this part right, it's odds on that they don't have the title. But it's also a red flag that this person cares nothing for and knows nothing about the vehicle being sold. Not a good sign all the way around.
